Leading the Hangzhou delegation were Li Mingsong, Deputy Party Secretary and Deputy Director of the Municipal Bureau of Economy and Information Technology, along with He Feng, Head of the High-End Equipment Division, and Chen Lin, Deputy Head of the Green Manufacturing Division. They gave a full rundown of the local AI and robotics clusters and how resources are managed.
Li Mingsong spoke at the event, saying that the bureau is all about serving industry. Lately, they’ve been shifting their focus toward China’s digital economy, making Hangzhou’s robotics and AI scene a prime target.
Mr. Wang Jianyuan also broke down the key benefits of Dubai’s free zones: zero corporate tax, 100% foreign ownership, and super-fast company registration. He gave practical tips on how the Gulf market works, local compliance rules, and how to partner with Middle Eastern sovereign wealth funds. This helped clear up a lot of confusion for Hangzhou companies looking to go abroad.
Everyone agreed that now is the perfect window for Hangzhou tech firms to break into the Middle East. Dubai’s D33 economic plan and Saudi Arabia’s Vision 2030 are crying out for digital infrastructure and smart equipment. Hangzhou’s tech firms already rely heavily on overseas revenue, so their tech is a perfect match for what the Middle East needs. Add in the Global Digital Trade Expo and solid local support services, and it’s a golden moment for China-UAE digital trade. The plan? First, focus on the UAE, then spread out to Southeast Asia.
