The content matches a version released by the same outlet a few days prior but has not yet been confirmed by either side. Here are the full details:
First, an immediate and permanent cessation of hostilities on all fronts, including Lebanon.
Second, the US commits to non-interference in Iran’s internal affairs and respects the sovereignty of the Islamic Republic of Iran.
Third, a full lifting of the maritime blockade within 30 days.
Fourth, the US pledges to withdraw its military forces from the vicinity of Iran.
Fifth, the Strait of Hormuz will be reopened under Iran’s arrangements within 30 days.
Sixth, sanctions on Iran’s oil, petrochemical products, and their derivatives will be suspended, allowing Iran full access to related financial revenues.
Seventh, the US and its allies must propose a reconstruction plan for Iran totaling at least $300 billion.
Eighth, a 60-day negotiation period to reach a final agreement. This agreement will cover nuclear issues, the complete lifting of all US primary and secondary sanctions on Iran, and the cancellation of relevant resolutions by the UN Security Council and the IAEA Board of Governors.
Ninth, Iran reaffirms its commitments under the Non-Proliferation Treaty (NPT) not to manufacture nuclear weapons.
Tenth, during the negotiations, the US pledges not to increase military forces in the region or impose new sanctions.
Eleventh, within the 60-day final negotiation period, $24 billion in frozen Iranian assets will be unfrozen. Half of this amount must be provided to Iran before negotiations begin.
Twelfth, a monitoring mechanism will be established to facilitate the implementation of the agreement.
Thirteenth, the final agreement will be confirmed through a UN Security Council resolution.
Fourteenth, final negotiations will not begin until half of Iran’s frozen assets are unfrozen, sanctions on Iran’s oil are suspended, and the maritime blockade is lifted. The final agreement will only address issues such as enriched uranium disposal, uranium enrichment activities, sanctions relief, and Iran’s economic reconstruction plan. Issues related to Iran’s missile program and its support for resistance groups have been explicitly excluded from the agenda.
