14 Points of the US-Iran Memorandum of Understanding Leaked: Not Yet Officially Confirmed

On June 17th, Bloomberg and Saudi Arabia’s Al Arabiya TV disclosed the 14 points of a memorandum of understanding reportedly reached between the United States and Iran. The details, however, have not yet been confirmed by official sources from either country. Here’s the full text of the leaked content:

1. Iran and the United States, along with their allies in the current conflict, hereby announce, upon signing this memorandum, an immediate and permanent cessation of hostilities on all fronts, including Lebanon. Both parties commit to refraining from any hostile actions from this day forward, and each renounces the use or threat of force. The final agreement will affirm these terms and all subsequent provisions.

2. Iran and the United States pledge to respect each other’s sovereignty and territorial integrity, and commit to non-interference in each other’s internal affairs.

3. Iran and the United States commit to negotiating and reaching a final agreement within a maximum period of 60 days, a timeline that can be extended by mutual consent.

4. Upon signing this memorandum, the United States will immediately lift the maritime blockade, cease any interference or obstruction against Iran, and restore shipping to full capacity within a maximum of 30 days. Iran’s vessel traffic is to be restored to pre-war levels. The US also commits to withdrawing its troops from the region within 30 days after the final agreement is signed.

5. Upon signing this memorandum, and considering the need to remove technical obstacles and clear naval mines, Iran will take immediate steps to ensure that commercial shipping traffic in both directions between the Persian Gulf and the Gulf of Oman is restored to pre-war levels within 30 days.

6. The United States commits, alongside its regional partners, to develop a mutually agreed comprehensive plan for Iran’s reconstruction and economic development, ensuring at least $300 billion in financing. The implementation mechanism for this plan will be part of the final agreement and will be developed within 60 days.

7. The United States commits to terminating all current types of sanctions against Iran, including resolutions from the UN Security Council and the International Atomic Energy Agency’s Board of Governors, as well as all US primary and secondary unilateral sanctions, according to a timeline to be agreed upon in the final agreement.

8. Iran reaffirms that it will never manufacture nuclear weapons. Iran and the United States agree that the disposition of enriched materials, as well as all other mutually agreed nuclear-related issues, including Iran’s nuclear needs, will be properly resolved in the final agreement. The final agreement will confirm this provision.

9. Iran and the United States agree to maintain the status quo until a final agreement is reached. Iran will maintain the current status of its nuclear program, and the United States will not impose new sanctions on Iran or increase its military presence in the region.

10. The United States commits that, from the date of signing this memorandum until the lifting of sanctions, the US Treasury will issue waivers allowing the export of Iranian crude oil, petrochemical products, and their derivatives, as well as all related services including banking, insurance, and transportation.

11. The United States commits to unfreezing all frozen or restricted Iranian funds and assets, making them fully available for use, given the progress in final agreement negotiations. These funds, whether held in main accounts or already transferred, shall be disbursed to the final recipients designated by the Central Bank of Iran and used entirely at its discretion. The US commits to issuing all necessary permits for this purpose.

12. Iran and the United States agree to establish an implementation mechanism to oversee the execution and subsequent compliance of the final agreement.

13. After the signing of this memorandum, and upon receiving assurances that the implementation of Articles 4, 5, 10, and 11 has commenced and that these steps are ongoing, Iran and the United States will begin negotiations on the remaining provisions for the final agreement.

14. The final agreement will be ratified through a binding resolution of the United Nations Security Council.
